What is a Safety Element?
State Planning Law requires that all local government General Plans include "safety elements" that identify hazards and hazard abatement provisions to guide local decisions in the development process. The overarching goal of the General Plan Safety Element is to reduce the potential short and long-term risk of death, injuries, property damage and economic and social dislocation resulting from natural hazards such as fires, floods, earthquakes, etc. Other locally relevant safety issues, such as emergency response and hazardous materials spills may also be included. The Safety Element establishes goals, policies and programs to protect against the impacts of these hazards. The current General Plan Safety Element can be viewed HERE.
Why is the City Updating the Safety Element?

While many of the safety concerns identified in the Safety Element remain, growth and development, changing environmental conditions and recent additions to the California Government Code on how, when and what is included in a Safety Element have indicated the need to update the Safety Element.

A LHMP is a framework that guides our community in making decisions and developing policies to reduce or eliminate risk to life and property. The plan identifies the types of hazards that threaten our community, evaluates our vulnerability to those threats, and outlines a strategy to reduce or eliminate the risk posed by those threats and break the cycle of repeated destruction by natural hazard events.

The City of San Dimas received Federal Emergency Management Agency (FEMA) grant funding to prepare a LHMP. The Federal Disaster Mitigation Act of 2000 (DMA 2000) requires that a community have an approved hazard mitigation plan to be eligible to apply for and receive certain types of FEMA hazard mitigation funds. Receipt of these funds can be critical to implementation of identified hazard mitigation programs.

How Can the Public be Involved in the General Plan Update and Local Hazard Mitigation Plan Planning Process?
Public participation in the process is important because it helps raise awareness of the hazards and safety issues we face in San Dimas, identifies our community’s vulnerabilities associated with the hazards, and helps to identify the actions needed to mitigate or reduce those vulnerabilities.
Opportunities for the community to provide input, ask questions, and review/comment on draft documents will be provided throughout the planning process. Your comments, questions, ideas, and concerns will have a significant role in the Safety Element update and preparation of the LHMP.
