Residential roof top photovoltaic projects (for R3 Occupancies) are now able to be applied for online using the SolarAPP+ portal which was developed by the National Renewable Energy Laboratory to assist cities in automating project plan reviews, receive and automate permits, pay fees online and schedule inspections.  

Photovoltaic projects that are proposed to be ground mount (residential or commercial) or installed on a commercial building cannot be handled through the SolarAPP+ program or the City's online permitting center at this time.  Please call the Building Division at 909.394.6260 to get details on submittal requirements for these types of projects.

Planning Division Requirements
There are a few Planning Division requirements that need to be on the plans either as notes or on the specific detail.

 - All conduit should be painted to match the adjacent surface.
 - Modules should maintain a minimum distance of 12 inches from roof edges and ridges.
 - The City prefers that modules installed on residential roofs are designed in a way that is flush-mounted and does not exceed 6 inches between the finished roof and the bottom of the module.  This dimension should be indicated on the standoff detail.  

Building Division SolarAPP+ Permitting Proces
  1. To start the application process visit the SolarAPP+ website at gosolarapp.org
    • Register for an account or sign in if you already have a SolarAPP+ account.
    • Submit your design/plans.
    • Pay the SolarAPP+ Fee.
    • Download the approved documents and SolarAPP+ Approval number.
  2. Go to the City website at www.sandimasca.gov/PermitCenter.
    • Register for an account with the City or sign in if you already have an account.
    • Follow the directions to fill out the application.
    • On Step 4, upload the approved SolarAPP+ documents, and any additional information relevant to your project such as structural calculations, spec sheets, etc.
    • When prompted, submit payment for the Solar permit.
    • Your permit documents will be emailed to you.
