New Equipment Requirement

  • E-Bikes must have a reflector or solid/flashing red light with built-in reflector on the rear (CVC 21201)
  • Any person under 18 must wear a properly fitted and fastened bicycle helmet that meets ASTM or CPSC standards. Applies to bicycles, nonmotorized scooters, skateboards, and in-line/roller skates on streets, bikeways, and public trails. (CVC 21212)
  • eMoto - a two-wheeled, electric-powered vehicle with a straddle seat, lacking manufacturer-provided pedals, designed for off-highway use is required to display identification plates from the DMV. (CVC Section 38012)
  • All new electric bicycles, batteries, and charging systems must be tested and certified by an accredited laboratory. Products must be labeled to show compliance with safety regulations. (SB 1271)

Safety Tips


The California Vehicle Code (CVC) defines e-Bikes as bicycles with:
Fully operable pedals
A motor power maximum of 750 watts
A maximum assisted speed of 20 mph for Class 1 and 2 e-bikes, and 28 mph for Class 3 e-Bikes


Three types of e-Bikes in California. 
Class 1: Pedal-assist only, with a top assisted speed of 20 mph
Class 2: Throttle-assisted, with a top speed of 20 mph
Class 3: Pedal-assist only, with a top assisted speed of 28 mph (helmet required and riders must be 16 or older)

Failure to abide by the San Dimas Municipal Code (SDMC) or the California Vehicle Code (CVC) may result
in fines and towing.
