Since its incorporation in 1960, the unprecedented growth of San Dimas has transformed the City from an essentially rural area to a well-balanced community offering industrial, commercial, and residential living. In addition to the 1,700 acre Frank G. Bonelli Recreational Area which lies within the City boundaries, there are many parks such as San Dimas Canyon Park, a city-owned golf course (San Dimas Canyon Golf Club), and over 27 miles of equestrian trails for riding. The city services include an extensive recreational program for youth and for senior citizens, and the City boasts a new modern City Hall, with excellent provisions made for County Sheriff and Fire Departments, along with a fine Los Angeles County Library and Engineering Regional Office.

The San Dimas City Council is composed of the Mayor and four City Council Members elected at large. The Council acts as the local legislative body for the establishment of local laws, the establishment of policy, and the approval of programs. Council Members serve four-year terms, while the Mayor serves a two-year term.
The Ralph M. Brown Act consists of state laws which govern public meetings. The City of San Dimas City Council and other elected officials are affected by these laws. Committees and Commissions created by these bodies, for example, the Planning Commission, Traffic Safety Committee, Parks & Recreation Commission, etc., also fall under the guidelines of the Brown Act.
The Brown Act guarantees the public’s right to attend and participate in meetings of local government. All meetings of the City of San Dimas City Council, Commissions and Committees are conducted using Brown Act guidelines.

Regularly scheduled City Council meetings are held on the second and fourth Tuesday of the month at 7:00 p.m. at San Dimas City Hall, 245 East Bonita Avenue.

Emmett Badar was elected to the City Council in 2007 and reelected in all subsequent elections. He represents the City Council on the City’s Public Safety Commission, Development Plan Review Board, and Golf Course Advisory Committee. He served on the Planning Commission from 1993 until his election to the City Council in 2007, serving as Chairman for two years. Emmett Badar represents the City of San Dimas as a delegate to the California League of Cities and the California Contract Cities Association.
Emmett Badar is also appointed to positions which make decisions that affect not only San Dimas, but our neighboring communities. He serves as the City’s delegate to the Pomona Valley Transportation Authority which offers transportation programs for San Dimas, including Pomona Valley Get About program for seniors and disabled, and San Dimas Dial-a-Cab. Also, Emmett Badar serves as a delegate to the Foothill Transit Zone Joint Powers Authority, which includes representatives of 21 cities of the eastern San Gabriel and Pomona Valleys. In 2008, Emmett Badar was appointed to the San Dimas Community Hospital Board of Directors.
Emmett Badar and his wife, Pam, have lived in San Dimas since1985. He is the father of Robert, Brianna, and Janell. He is a retired Detective Supervisor, having served in law enforcement for 35 years.

Eric Weber was elected to the City Council in 2020. Before being elected to City Council Eric served on the San Dimas Public Safety Commission. Eric is a full-time Police Detective, having worked in both Los Angeles and Orange Counties. Before starting a career in Law Enforcement, Eric spent five years in the U.S. Navy and was stationed in Pearl Harbor, Hawaii. After the Navy, Eric obtained a Bachelor of Science in Criminal Justice and a Master of Arts in Organizational Leadership from California Coast University in Santa Ana. Eric and his wife, Rebekah, have a son, Cole. Eric was raised in neighboring Glendora but his family has been residents of San Dimas since 2008. In his free time, Eric and his family enjoy ice hockey and camping.

Ryan A. Vienna

Ryan A. Vienna was elected to the City Council in 2017. Ryan served on the City’s Public Safety Commission from 2015 until his election to the City Council. Ryan currently represents the City Council with the League of California Cities, California Contract Cities Association, and is the alternate representative to the Southern California Association of Governments. These appointments are responsible for decisions that not only affect San Dimas but our neighboring communities. In 2020, Ryan was appointed and served on the Board of Trustees for the San Gabriel Valley Mosquito and Vector Control District.
Ryan has served as the City Council liaison to the Equestrian Commission, alternate liaison to the Parks and Recreation Commission, and is currently serving as the liaison to the Public Safety Commission and alternate to the Equestrian and Planning Commissions. Since his election, Ryan has served with the sitting Mayor on the City’s Finance Committee responsible for oversight of the City’s finances as well as financial audits.
Ryan is a sworn peace officer in the State of California with the Los Angeles County Sheriff’s Department since 2005 holding the rank of Lieutenant. Ryan has lived in San Dimas since 1984. He attended local schools before graduating Cum Laude with a Bachelor of Science in Organizational Management from the College of Business and Public Management at the University of La Verne. Ryan went on to earn a master’s degree in Leadership from the Sol Price School of Public Policy at the University of Southern California. Ryan and his wife, Nicole, are avid scuba divers who enjoy traveling, dining, and serving the community.

John Ebiner was elected to the City Council in 1990 and re-elected in all subsequent elections. He represents the City Council on the City’s Parks and Recreation Commission. Also, he serves on the City of San Dimas-Bonita Unified School District Ad Hoc Committee. John participates in the Southern California Association of Governments the metropolitan planning organization for Los Angeles, Orange, Riverside, San Bernardino, Imperial and Ventura Counties. John also participates in the Foothill Transit Zone Joint Powers Authority, which works to provide bus transportation to the Eastern San Gabriel and Pomona Valleys.

Denis Bertone

Denis Bertone was elected to the City Council in 1988 and re-elected in all subsequent elections. Denis Bertone represents the City Council on the City’s Senior Citizens Commission. He also serves on the Board of Directors for the San Gabriel Valley Council of Governments, an association of cities working together to influence policy decisions affecting cities. Denis Bertone is also the City’s delegate to the Southern California Association of Governments, the metropolitan planning organization for Los Angeles, Orange, Riverside, San Bernardino, Imperial and Ventura counties. Denis Bertone was appointed by the California State Senate to the Rivers and Mountains State Conservancy which works to preserve urban open spaces and habitat in Los Angeles and Orange Counties.
Denis was a High School Counselor for 38 years before his retirement. Besides his City Council duties, he also serves on the Chamber of Commerce Board of Directors. Denis and his wife Diana have lived in San Dimas since 1975.
