Annual Overnight Parking Permit

Parking-Ordinance-Street-Sign-e1505492562445San Dimas residents without sufficient off-street parking may apply for an annual overnight parking permit by submitting a completed application, along with a $75.00, non-refundable, application fee.  A separate application is required for each permit being requested.  Applicants must meet the requirements listed below in order to be eligible. These requirements are mandatory in order to qualify for an annual overnight parking permit. Because the permit fee is non-refundable, please make sure you meet all of these standards before applying.

  • The City expects all available garage and driveway space designed for vehicle storage to be used for that purpose. RV’s (Including all types of trailers), non-operative vehicles (including PNO’s), or off-road type vehicles cannot occupy any of the above parking spaces. The City reserves the right to conduct an on-site inspection of the property at any time to verify requests for permits.
  • All Vehicles listed on the application MUST be registered to that San Dimas Address.  Exceptions include:
    • Local area students with a valid ID and current class curriculum.
    • Company vehicle with letter (on company letterhead) from employer.
    • In-home health care providers with letter (on company letterhead) from employer.
  • No vehicle listed on the application can have any outstanding parking citations
  • Residents in La Cuesta, San Dimas Canyon Apartments and the Tiburon Complex must secure prior management approval, with signature, before submitting their application.
After the application is submitted, the City’s Parking Enforcement Division will process the request. The applicant will receive a 10-day temporary permit, and will receive notification of the final decision by mail.
Residents: To apply for an Annual Overnight Parking Permit, an application form must be completed and submitted to the Information Desk, located within San Dimas City Hall, 245 E Bonita Ave.  City Hall is open 7:30am – 5:30pm Monday – Thursday and 7:30am – 4:30pm on Fridays, (closed on weekends and holidays).

Note: It is preferred that all applications be submitted to City Hall in person. However, if this is not possible, then an application will also be accepted through the mail.  Please do not use the telephone or the Internet to submit an application for an Annual Overnight Parking Permit.

How do I qualify for an Annual Overnight Parking Permit?
Basic Qualifications:
* You must have more qualified vehicles than you have available off-street parking for at your residence.
* You MUST be using your ENTIRE garage and driveway space for qualified vehicle parking.
* All vehicles MUST be operational and have current registration.
* All vehicles MUST be registered to the address on the application form. Current students, company vehicles and in-home health care providers are exempt from having to change registration with proper documentation.
* No vehicles on the application can have any outstanding parking violations.
How many Annual Overnight Parking Permits can I apply for?
The number of Annual Overnight Parking Permits issued is based on the needs of each residence. So the total number of permits issued for a household will vary, depending on the need.
Do I need to bring in my vehicle registration?
Yes, you need to provide a copy of the current registration for each vehicle that parks at this address when submitting your Parking Permit Application.  
How do I apply for an Annual Overnight Parking Permit?
An application form must be completed and submitted to the Cashier, (along with a $75.00 non-refundable fee) located within San Dimas City Hall at 245 E. Bonita Ave., San Dimas, CA 91773. Office hours are 7:30am-5:30pm Monday - Thursday and 7:30am-4:30pm on Friday, (closed weekends and holidays) It is preferred that the applications be submitted to City Hall in person. I am handicapped, do I still need to obtain an Annual Overnight Parking Permit in order to park on the street?
No. As long and you have a handicapped placard or license plate, you do not need to purchase an Annual Overnight Parking Permit. However, please remember to display the placard appropriately from your rear view mirror or you may still risk citation.
May I park my vehicle in the alley behind my house in order to get it off the street?
No, alleys are designated thoroughfares designed to provide additional access to residences by the homeowner, or by government vehicles such as public works and emergency vehicles. The alley right-of-way is 20' and must be kept clear at all times.
May I park my vehicle on my front lawn in order to get it off the street?
No, your front lawn is meant to help beautify your residence and cannot be used for vehicle storage. Section 18.156.100.A.B of the City Municipal Code states that vehicles located between the public right-of-way, (street or sidewalk) and the front of the dwelling be parked on a paved surface.
May I park my vehicle on the sidewalk in order to get it off the street?
No, parking your vehicle on a sidewalk, pedestrian right-of-way, or equestrian trail, creates a hazard to those persons by forcing them to walk into the street. It is also a violation of the California Vehicle Code.
May I purchase an Annual Overnight Parking Permit for my trailer or RV?
No, you may not park an unattached trailer, (5th wheel, boat, toy hauler, etc.) on the street at any time. Also, RV's are not allowed to park overnight on the street for more than 3 consecutive nights. Furthermore, the 3 days allowed for RV parking is solely for the loading and unloading of the vehicle before and after an outing or trip.
May I store a vehicle on the street using an Annual Overnight Parking Permit?
No. On-street vehicle storage is prohibited using an Annual Overnight Parking Permit. Per the San Dimas Municipal Code 10.24.100, a vehicle cannot be left in the same location on a public street for more than 72 hours. Vehicles left on the street in the same location for more than 72 consecutive hours will be cited and towed.
May I use an annual overnight parking permit on a vehicle with expired or non-operational registration?
No. Your vehicle must be in compliance with State and local codes to be eligible to use an Annual Overnight Parking Permit. Vehicles must have current registration tags and be operational, or be subject to citation and tow.
May I use my Annual Overnight Parking Permit for more than one vehicle?
No. Annual Overnight Parking Permits are vehicle specific, therefore can only be used for one vehicle. These permits are self-adhesive, so please affix your permit to the driver's side window in the lower right hand corner.
My street has other parking restrictions on it. Does an Annual Overnight Parking Permit exclude me from those other restrictions?
No. Your Annual Overnight Parking Permit is only valid between the hours of 2:00 a.m. and 5:00 a.m. Parking restrictions for other times of the day are still in force regardless of the fact that you have an overnight parking permit.
What can I do to prevent parking citations while my application is being processed?
A 10 day Temporary Parking Permit will be issued for your vehicle during the investigation process. If you have not heard from the Administration Dept. regarding the status of your annual permit prior to the expiration date of your temporary permit, you will need to come into City Hall and to the Cashier to extend your temporary permit for an additional period of time PRIOR TO THE EXPIRATION DATE. Prior to the expiration of your extended temporary permit period, if you have still not received confirmation as to the status of your Annual Overnight Parking Permit, please contact City Hall at 909.394.6200 to check on the status.
What happens after you receive my application?
Your completed application is forwarded to the Code Compliance Division, (CCD) for processing. The CCD will then investigate the following criteria… Verification of the information listed on the application.
* All vehicles listed on the application form have current registration. Vehicles registered as 'non-operational' with the Department of Motor Vehicles are considered storage and will be cause for denial of your application.
* All vehicles listed on the application form are registered to the address listed on the application.
* All vehicles listed on the application form have no outstanding parking citations.
*An inspection of the property will be scheduled to verify that all off-street parking at the residence is being used for the parking of passenger vehicles
* Parking spaces available on the property shall not be used for purposes such as storage of other items. This includes using your garage or driveway for any purpose other than the parking of your passenger vehicle.
* You will not qualify for an Annual Overnight Parking Permit if you can obtain an additional parking space at your complex by paying an extra fee, or if there is a commercial parking lot that allows overnight parking for free.
What happens if my application is approved?
If your Annual Overnight Parking Permit application is approved, you will receive the permit in the mail.

What happens if my application is denied?
If your application is denied, you will be notified by mail, including the reason for denial. Should you have further questions after receiving the denial notice, please call 909.394.6250.
What if I am a frequent visitor to a residence in San Dimas?
If you frequently visit a particular residence within the City of San Dimas for 'professional' reasons, (i.e. in-home medical care, etc.) and you need to park your vehicle on the street, you may apply for an Annual Overnight Parking Permit. You will still need to complete the application form and submit it to the Cashier, along with current registration on your vehicle. You will also need to provide a letter from your employer verifying your assignment.
What if I am a student living in San Dimas while attending school?
If you are a student living in San Dimas while attending school in the area and your vehicle is registered to your primary residence at a different location, you may still apply for an Annual Overnight Parking Permit. In addition to filling out the application form and submitting your vehicle registration, you MUST also provide a copy of your current Student I.D. This requirement must be met in order to be exempted from the change of address requirement. Any other vehicle listed on the application that also belongs to a student will also need to provide student ID and a schedule of classes, (regardless if that vehicle is to be parked on the street) in order for the vehicle to be exempt for changing the address on the registration.
What if I change my vehicle or license plate after I have purchased an annual overnight parking permit?
Selling your current vehicle and purchasing another one: Annual Overnight Parking Permits are vehicle specific and cannot be transferred to any other vehicle without first contacting the Cashier at San Dimas City Hall. You must first remove the permit from the vehicle that is being sold and once you purchase another vehicle, bring the permit and copy of your new vehicle registration form into City Hall, (245 E Bonita Ave) to have your information updated. Remember, the address on the registration for the new vehicle must match the address on the application form. The fee for transferring an Annual Overnight Parking Permit to a new vehicle is $22.50 Should you sell your current vehicle and NOT remove the Annual Overnight Parking Permit, the processing fee to issue you a new permit will be $22.50. Adding vanity license plates, accidents, or acts of vandalism: If your vehicle information changes in any of the above ways after you have purchased an Annual Overnight Parking Permit, you must take action to update your record at City Hall. There is no charge to update your vehicle information that has changed due to adding vanity license plates, or if the vehicle is involved in an accident or acts of vandalism. Simply come into City Hall and contact the Cashier to explain the situation and update your vehicle information if necessary.
What if I have a company car or truck that I bring home each night?
If you have a company vehicle that is registered to your place of employment that you take home at night, in addition to submitting the vehicle registration, you will need to provide a letter from your employer, on your company's letterhead, indicating that specific vehicle has been issued to you and that you are authorized to take the vehicle home at night and park it at your residence. The letter must also include your residence address, as well as the make, model and license plate number of the company vehicle. ATTENTION! Under the San Dimas Municipal Code, commercial vehicles of any kind cannot be parked on any city street overnight.
What if I move to a new address within the City after I have purchased an Annual Overnight Parking Permit?
Annual Overnight Parking Permits are location specific. If you move to a new address within the City of San Dimas first, CONGRATULATIONS! If, after moving to your new address, you find you will still need to park a vehicle on the street overnight, the next step would be to visit a local DMV location to get an officially stamped change of address form that indicates the same vehicles you have listed on your application. Then, please come into City Hall, 245 E Bonita Ave, and contact the Cashier to update the information on your application.
What if I need to park my vehicle on the street while I am preparing my paperwork for the application form?
If you need to park your vehicle on the street prior to submitting your application, you may purchase a Temporary Overnight Parking Permit from one of the two (2) Automatic Permit Machines located in the City. You may also purchase temporary permits online on the City website. The cost is $5.00 per night and you may purchase up to 6 nights for a passenger vehicle.
What is the fee for an annual overnight parking permit?
The fee for a new Annual Overnight Parking Permit is $75.00 and it is a non-refundable fee, due at the time of the submission of your application form. You may pay with cash, check or credit card, (VISA or MasterCard only). Annual Overnight Parking Permits are valid from January 1st - December 31st of each calendar year. If you apply for a new Annual Overnight Parking Permit after July 1st, the fee is reduced to $37.50.
