Encroachment Permits

The City retains an established right-of-way on each public street. The right-of-way is intended for the purpose of public improvements including streets, sidewalks, curb and gutters, streetlights, street signs, and City-owned trees. Utility structures and lines are also often located in the right-of-way including sewer, water, and communication lines. To find the right-of-way for your street, contact the Public Works Department.

Forms & Handouts

A Public Works Encroachment Permit is required before any construction or activity that involves the City right-of-way. An encroachment permit can only be obtained by a licensed Class A or applicable Class C contractor.

Examples of work that require an Encroachment Permit:

  • Renting a Waste Management dumpster and placing it in the street.
  • Water line replacement/sewer connection in the City right-of-way.
  • Hauling material from site with designated trucking route.
  • Utility work in City right-of-way.
  • Replacing/widening a driveway approach.
  • Closing a street lane or road for construction work.

If you are unsure if you need a permit, contact Public Works for assistance. For permit-related fees visit the Finance Division Page.
