The 6th Cycle Housing Element was approved by the San Dimas City Council on September 27, 2022 through Resolution 2022-50 and subsequently certified by the California State Department of Housing and Community Development (HCD) on October 14, 2022.

On October 10, 2024, the City received an application for a multi-family residential development on a portion of Site #13, one of the City’s Housing Element Housing Sites. The development includes 161 units consisting of a mix of 2-, 3- and 4-bedroom three-story units, which will also include 16 moderate income units; 10% of the total development.

Site #13 has a designated density of 45-55 units per acre, which can accommodate 450 units, per the City’s Housing Element. However, since the development is proposed on a portion of Site #13, which consists of 9.19-acre site, the development is proposing an 18.2 unit per acre development. While the proposed development will not be consistent with the designated density of 45-55 units per acre, the proposed 15-20 density for the development site will be more appropriate for the reduced site size.  In addition, a three-story development, with two stories adjacent to the single family development to the east would be more suitable than a four or five story development.

In order for the proposed development to move forward, an amendment to the Housing Element is required to reduce the density designation for the subject site and to address a No Net Loss condition created by the proposed reduced density.

A draft of the proposed amendments are available for a 7-day public review and comment, prior to submitting the amendments to the HCD. Comments should be provided to ltorrico@sandimasca.gov by 5:00 p.m. on April 16, 2025.  Please note that there will be another opportunity to provide comments when this amendment, along with other applicable project applications, will be considered by the Planning Commission and City Council at future public hearings.
